A Glimpse Of The Past Through The Policeman Collection - Civil policing had its origins in Imperial Rome in the 1st century A.D. but disappeared during the Dark Ages. Even before the Roman occupation, early inhabitants of the British Isles, and later the Anglo-Saxons and Normans, made contributions to a philosophy of policing. The Magna Carta of 1215 was the document that guaranteed "due process of law," an idea which the British developed into established institutions of public justice which carried over into the Constitution of the United States containing the language, "...establish justice, insure domestic tranquility, provide for the common defense ... promote the general welfare." The first police force, as we know it, was established in 1829 as a force for the immediate area surrounding the early city of London. These concepts form the basis of what we know today as law enforcement. Mainly we tend to think of law enforcement officials as they relate to the local community, where local self-government provides the framework for policemen to act as welcome and responsible regulators of community life.
